Witnesses told officers Perez was fighting with a man when a witness intervened and Perez stabbed him about 1 a.m. on Jan. 22, according to the arrest form.
Officers responded to the fight near the intersection of West 60th Street and West 13th Court. Surveillance video shows Perez rode away in a bicycle, police said.
